In other legislative developments, Cabinet has withdrawn the Merchant Shipping Bill, 2023 from further Parliamentary processing, according to the statement issued following its meeting on 15 October 2025. In the same statement, Cabinet announced its approval for the submission of the Defence Amendment Bill, 2025 and the Military Discipline Supplementary Measures Amendment Bill, 2025 to Parliament, aimed at amending specific clauses in line with O'Brien NO v Minister of Defence and Military Veterans and Others (CCT 14/23) [2024] ZACC 30; 2025 (2) SA 613 (CC); 2025 (4) BCLR 460 (CC) (20 December 2024).
